Don't compile with SVN_EXPERIMENTAL

Don't compile with SVN_EXPERIMENTAL for the time being ... 'coz if you
do it will break your WCs. Sorry if you already have done.

I've been working on pristine SHA-1 checksums and the code is currently
within "#ifdef SVN_EXPERIMENTAL".

Now that I have been compiling with that enabled, it has written SHA-1
checksums into the "checksum" fields in my WC databases, where other
parts of the code currently expect an MD-5 checksum, and so commits and
some other ops in those WCs fail.
