Any plans to integrate svncopy.pl into an svn 'subcommand'?

I recently asked a question about tagging and svn externs in the users lists. The response given was to use svncopy.pl instead of 'svn copy'

Instead of dependent on Perl scripts, is there any plans to integrate svncopy.pl into an svn 'subcommand'? For example, in my case, it would really help to make svn:extern more useful and similar to the workspace (userspec?) functionality offer by Perforce. When the code is tagged, the revision of extern branches are also "frozen" at the same time.

I am happy to provide more information if the original thread was not clear.
