Users can post without being subscribed. Those are the messages that
are moderated. I do not know how you configure the moderators. I
think we need Greg Stein to add more people. Perhaps a ticket with
ASF infrastructure would also do it, but I suspect it would need to
come from someone like Greg or Hyrum.
