Does being in the incubator add any new wrinkles in publishing a
release? Such as having it reviewed first? Also, the release
obviously does not have any of the license changes in it. Is that a
problem? Out of curiosity, once we are a TLP can we still do a new
1.6.x or 1.5.x release without the license changes?

Where are you planning on posting the release? The project on tigris
has changed, so you if you want to post to the downloads area, you now
need to checkout the project "/trunk/www" folder and then svn add/ci
the files to the download area to post them.
