You can add the request if you wish, but I expect you'll get no traction on
it. This authorization policy is the one that Subversion devs arrived at
after much discussion, and has been the one in place since the 1.0 release.
 Folks seem quite pleased with it in general. Still, you never know what a
motivated volunteer might pick up and run with...
