FYI, the hardware for the Windows buildbot has basically died.
Probably permanently, although it is possible I might find some more
old hardware to resuscitate it with early next year (if it is needed).

Also, I will no longer be building win32 binaries for tigris.org --
there are plenty of other excellent ways to get them on Windows now,
and I'm sure someone else will step up if there is a hole in that
coverage somewhere.
