You can get an XML dump via the web UI, but I assume there is no way
to load that to Bugzilla. I assumed someone would write a tool to
process the XML and add the data to Bugzilla. Guessing though.

I am just saying the XML dump will be missing issues that are deleted,
so if Bugzilla is assigning the issue numbers incrementally we will
have to deal with that.
