1.5 merge regression

Hi svn devs - I've run across what appears to be a regression in svn
1.5 when performing a merge operation using mod_dav_svn. When the
anonymous user is not granted read access to the root of a repository,
merging into a working copy fails. I've posted the most concise repro
steps that I can come up with here:

If someone would be willing to look into this bug or provide a
workaround, I would _really_ appreciate it.
