To my mind there are several things wrong here:

1) You replied to an unrelated thread with a bug report (which makes people who
use a threaded e-mail client, or search for things in the web archive, unhappy);

2) You are not reporting a problem with the Subversion client (as far as I can
tell), but rather TortoiseSVN;

3) I believe the intent of the text on the web page you cite refers more to
obvious bugs like "Subversion crashes when I do this";

4) I'm with Hyrum that this is really best suited to the users list for an
initial pass, which isn't meant as a criticism of you, but rather an
acknowledgment that the dev list is already close to being overwhelmed on a
daily basis and would be best served by _all_ initial topics going to user first.

In particular, what you would probably be quickly told on the users list is that
you need to provide much more detail - enough for someone else to recreate your
issue. You need to try the same think with the Subversion commandline client;
we don't support TortoiseSVN here and there is no way of knowing where the bug
may lie without that kind of reproduction.

If you can provide a reproduction recipe with the Subversion client itself, then
this could well be an issue to bring up here...
