I apologize, I must not have appropriately explained what I want.

I'm merely a user of the SVN API, I do not have the domain knowledge
to build it manually or setup a build system for it myself. I also do
not have the time. I'm looking for a pre-established way of building
Subversion that is as simple and flexible as possible.

Can I use nmake? CMake? nmake has proven to work fairly well for automation,
so if there is a makefile script that works with nmake on Windows that would
be a reliable option.

Please explain in more detail how I can accomplish a successful build of
Subversion on Windows. Thanks.
