I have a few comments.

In Task 3 you write "Sponsor chooses which outline design to develop"; while
this is understandable on some level ("He who pays the piper calls the tune"
;-), I don't know how you (we) want to handle the case that
* a single sponsor feels that some minimal solution is sufficient for her
  (while most of the community needs a bit more), or
* when different sponsors want different solutions.

In "Time scales..." you mention "Daily communication"; depending on the
sponsor(s) that might be a very time-consuming task.
I'd advise just giving weekly "what was done, what's planned for next week"
overviews - possibly to the dev@ mailing list, so that all can feel the
advancements.
(Or do you think that this will be done in 2-4 weeks, so that you'll need a
finer granularity?)

For "Intellectual property rights", I'd be happy to have something mentioned
that these works will be available with the same license as subversion itself,
see URL ...
