No more anonymous web posts to list

With the tigris patch applied last night, the lists can now be
reconfigured to disallow anonymous posting from the web UI.
Previously, if you wanted to turn this off, it also did not allow
emails from non-subscribers. I have reconfigured the lists
accordingly. Anyone can still use the web UI to post and reply to
messages, but they have to be logged in to tigris to do so. Anyone
can post to a list via email, although it will go into the moderation
queue if you are not subscribed.
