dsvn.el and contrib

In contrib/client-side/emacs, there is a file dsvn.el that I'm
responsible for. If contrib/ is being removed, I think dsvn.el would
be a good candidate for a more official tools/ directory.

However, I'm going to tranfer responsibility of it to my co-developer
Mattias Engdegård who should be in a better position to keep it up to
date.
