I've fixed the script so that this won't happen in the future, and have
regenerated the list.

From now on, if the script doesn't harvest any email addresses (for
whatever reason, including inaccessibility of the COMMITTERS file), then
it won't overwrite the old mailing list, it'll just leave the list alone.
