I don't think it makes sense for people to open up an open source
project if they're not interested in maintaining the code.

Because the end result will be that the contrib/ code in question
just sits at some other location, be it google or tigris or whatever,
but still without a proper license, and no maintainers.

It might as well sit in our repository history for interested
parties to grab and fork. Because as soon as people do that,
they are the new maintainers (and by implication they have to
take care of the licensing issues, too).

I'd rather like to see a breakdown of what is in contrib/, and what
should be moved to tools, and what can be removed because no one is
using it (if such scripts exist), or must be removed because of
licensing issues.

I'd gladly make such a list if it weren't for exams right now.
But I could find time for this in June maybe, if no one else
beats me to it.
