I think the intention right now is to pop up a GUI if possible.

But you're correct in the sense that if someone already uses the
CLI client anyway, confining the gnome keyring prompt to the CLI
should not be something that surprises people too much.

So if it's easier to just always ask on stdin, rather than special
casing the no-X11 use case, then I'd say we should go for that.
