This is actually a concern of one of the companies I have helped get into
subversion as they would like to compose a set of projects from a set of
code consisting of common and project specific elements. (Large code
base and strange layout so the externals thing really could work) The
commit "problem" is a bit of a stumbling block there.

What are the intentions? Some users out there seem very eager to have some
> way of allowing recursive commits of external directories. Is that probable

If someone steps up to the plate - I don't currently have time (albeit I
would
love to work on this as the rules seem rather simple to follow. This would
only
be for repository relative externals and not cross-repository externals and
only for non-specific revisions. There are a few complicating factors with
respect to finding the correct paths and access rights...
