I started updating the German translation. My comments so far ...

Please skip the obs column and correct trans by it (subtract obs from
trans). Nobody cares about the number of obsolete columns, the output values
of msgfmt -cv are important:

$ LANG=C msgfmt -cv subversion/po/de.po
1897 translated messages, 70 fuzzy translations, 31 untranslated messages.

First of all, if you change a string such as

-"usage: svnadmin dump REPOS_PATH [-r LOWER[:UPPER]] [--incremental]\n"
+"usage: svnadmin dump REPOS_PATH [-r LOWER[:UPPER] [--incremental]]\n"

*always* fix it also in PO files if possible (in both the msgid and msgstr).
Otherwise instead of a single person fixing all approximately 10
translations at once 10 translators need to
 * analyse and find the message change
 * fix it

This needs much more time than a single change and requires actions by
more involved people! Similar for changes such as s/2008/2009/!

A few questions/comments:

"allocating new representation reuse ID (getting 'next-key')"

What's this? Is a new ID allocated which is of type "representation reuse"?
Or is a comma missing? "allocating new representation, reuse ID"

Think about this, is this really easy to understand even for a native
speaker?

"incoming edit" and also "local missing" do not occur in the PO file!
Are these strings translatable?

Words such as "checksum-reps" should probably not translated. But why
do I both find "checksum-reps table" and "'checksum-reps' table"?
Use quotes or even better "%s" instead of "checksum-reps"!

"MD5 checksum mismatch on rep '%s':\n"
What's a "rep"? Do you mean "repository", "representation" (assumed by the
German translation), ...?

Ah, according to http://www.thefreedictionary.com/rep:
reprep - INFORMAL abbreviation of `representative'

If it is informal, why you use it it?
