The AS400 port is no longer maintained, deleted r35391.

This branch has reduced expectations from what I originally hoped
(i.e. we don't walk the WC multiple times in as many cases as I
originally thought). But there still is a benefit to be had in some
circumstances and I do hope to get back to it at some point in the
next few months, so if it's not a problem I'm leaving it for now.
