I'm sorry I can't help you, but I can confirm the issue.
At least, I can confirm that I've seen a very similar hang.
I had hundreds of Linux users working with no problem, but
frequent reports of this hang from Windows users. This was one
of many reasons we ultimately switched to svnserve.
