It's still not entirely clear to me whether this is a bug in Python on
Windows, or is a "beneficial" bug on on other platforms (and Windows
correctly errors). Regardless, for our purposes it is much more
important that the test suite on Windows actually *performs* the tests
when run in parallel, so I'm going to commit my patch unless anyone
objects.
