Configure script and Makefiles were rebuilt using autoconf-2.62,
because they don't work on OpenBSD as shipped.
Patches I applied to fix these issues are here:
http://www.openbsd.org/cgi-bin/cvsweb/ports/devel/subversion/patches/

Serf is not available yet in OpenBSD ports, so I did not test with Serf.

I skipped JavaHL completely. While it should technically be possible
to build JavaHL, I have not yet tried doing this.

I could not get SASL to work on my system:
  Authentication realm: <svn://localhost:3690> svntest
  Username: Authentication realm: <svn://localhost:3690> svntest
  Username: svn: Can't read stdin: End of file found
Maybe the instructions for setting up SASL testing in
subversion/tests/cmdline/README are incomplete?
I don't know enough about SASL to understand what's wrong.
