wc-ng: block whole subtrees?

Hi Greg,

I'm faced with the problem that while a directory is marked tree-conflicted,
then its whole subtree should be blocked from a commit. Currently, I can
still simply cd into a conflicted dir and attempt commits/updates.

So I thought maybe wc-ng might bring with it the ability to block a whole
subtree?

Now, we are faced with either walking upwards through all parent directories
up to the working copy root to make sure there's no conflict, or to have a
new flag added to each entry within the subtree of a tree-conflicted dir.

Anyway, just thinking aloud.
