Did you use localhost as hostname?

TortoiseSVN and the Slik client are ipv6 enabled and when a hostname
resolves to both an ipv4 and ipv6 address (like localhost on Windows), ipv6
is tried first.

Please compare your result to using 127.0.0.1 if you tried localhost.
