Merges and moves

My work recently switch to using SVN and someone just pointed me at
http://svnbook.red-bean.com/en/1.5/svn.branchmerge.advanced.html#svn.branchmerge.advanced.moves
and asked if I knew about this (which I did) but it got me wondering
if there are any plans to address this? Would true rename support be
a part of that? and if so how hard would true renames be - from what
I've read about the internals it doesn't sound like it would be that
major a change, but then if it wasn't then someone would have done it
already i'm sure.
