ctypes-python now support in-place builds

Hi All,
    As of r33507, you can now build the ctypes-python bindings
in-place, meaning there is no longer a need to install Subversion
first *then* build/check the ctypes-python bindings. Before you
attempt to rebuild ctypes-python, please make sure you update
ctypesgen to the latest version. During our work of allowing in-place
builds, we found a few bugs in ctypesgen. These have been fixed but
please download the latest version. At this time, ctypesgen at r66 or
newer should be ideal.
