If a WC is moved away from it's original location and not inside the
enclosing folder then the MD cannot find it and cannot know whether or
not to purge content.

Thinking about what we want to store in an MD though, perhaps this is
not a problem. If the MD knows the details of the WCs it holds
content for and that knowledge is updated by the WCs when they are
updated then perhaps the MD can intelligently manage it's content
without scanning its WCs (and therefore doesn't need to know where
they live).

The MD can also list the WC knowledge to assist users administering
their MD should they need to do so.
