Didn't we have a plan for releasing a new (minor) version of Subversion
every six months? Why don't we try that for a change?

There's always a customer somewhere that wants a certain feature
earlier, that's ok. We even have some committers now that want to
support that, even better. Give them a branch!

In the meantime, we can continue working on a comprehensive set of
features worthy of the term 'release' for the end of this year.
