The way I understand the question, it's a proposal and/or request for a
change to the Subversion buildsystem itself, so probably worth dealing
with on dev@.

Whilst it probably *would* be theoretically possible to do this, it
would require some fairly major surgery to the buildsystem to make it
possible.
Therefore the simple expedient answer is that building Subversion is
*not* hard and I don't believe there is a "sucking dependency problem".
