Sure, as long as people remember that "veto" just means "strong
objection and possibly (but rarely) forced vote".

(I kind of like using "-1" for this, as it doesn't have external
meanings leaking in the way the word "veto" does, but whatever... We
don't need to perfect our terminology, we've managed so far.)
