Ahhh. I bet zip doesn't like archiving empty directories.

I know archive-type=bz2 works, as I use that daily and have "confirmed"
it many times (but I have been using an older version).

So, I just re-tested this using hot-backup.py from r31090 (latest trunk)
and confirmed it.

-archive-type=zip does NOT backup the directories if they are empty such
as transactions and dav (in my test case). This is a bug.

-archive-type=bz2 does

I am cc'ing this to the dev list to make it known, as I am not sure who
is looking after this script.
