r30573 fixes this, and is only lacking one vote in STATUS.

This was fixed in r30567 and backported in r30572.

r30583 fixes this for the python bindings, and is only lacking one vote
in STATUS. Do we need to do anything for the other bindings?

After r30583 and r30573 get backported, I can roll RC4 (possibly later
this evening). Are there any other outstanding issues which need to be
addressed?
