SVN_USE_DSO implies APR_HAS_DSO only if we write additional code
in the configure script to check it. Yours is a fine suggestion,
but autoconf is an abomination and I'm not digging any more
deeply than I have to.

All the other replies also seem to be nice-to-haves above and
beyond what I provided ;->. I don't disagree with any of them,
but I don't think they are reasons not to commit this. Please
correct me if I misread the replies.
