I hadn't assumed that the parentheses indicate anything other than a
topic association -- they don't raise the priority or urgency of a
TODO, they just help you find it (i.e., "I'd like take a look at the
sparse-directory TODOs today, hmmm, where to start?").

I wouldn't object to all our TODOs having parenthetical qualifiers,
actually, but that might not be useful, since not every TODO falls
into an obvious shared category with certain other TODOs.

So there's no "promotion" to be done, IMHO.

Thoughts?
