[PATCH] review neon build macro

The --with-neon option of the subversion configure script needed a help
message that was more clear. Also, I found that the neon configuration
was quite strange and produced non-standard output, so I fixed that, too.

I left a subsection's indentation the way it was because indenting it
correctly made the diff unreadable. It's a whole if body indented 2
characters too many, so it doesn't make the code confusing to leave it
that way.

I have verified that this patch works and gives improved output for
pretty much every possible case, on both Linux and FreeBSD.
