I don't know if I consider this a good idea, but it's always possible to
have --username and --password be accepted by all subcommands, but only
displayed in the help output of commands which talk to the repository.
Similarly for --non-interactive.

This permissiveness would be an invisible contract from the perspective
of "svn help", but it could be documented in the book.
