New 1.4.6 tarballs up for signing--third time's a charm

Hi all.

A bug was discovered in the ruby bindings tests of the previous set of
1.4.6 tarballs posted for signing. The fix having been backported, I've
rerolled and posted updated tarballs.

So, with apologies to pburba, here are the new 1.4.6 tarballs:

The magic revision is r28521.

As usual, these packages are NOT yet blessed, distro packagers, please
don't republish them before they are officially announced as released.
Signatures from full committers back to the list with coverage info
(which platforms, backends, ra methods, summary of dependency versions...).
