proposal: Track pre-branch tasks in the repo?

The issue tracker is tracking pre-1.5-release issues, but exactly what
is holding up the 1.5.x branch is a little fuzzier right now.

Can we add a temporary STATUS/TODO file to trunk that tracks what we
need to do before we're comfortable making the branch? I'd like to
have a concrete list of tasks there. Most of the things on cmpilato's
TODO email would probably go there, for example.
