Proposal: Branch 1.5 after cmpilato merges his branch to trunk

There's definitely still work to be done on 1.5, but progress has
slowed from lots of people committing like haywire to a smaller number
of people focusing on a few specific tasks. At the same time, people
(especially new developers who can't vote on backports anyway) are
eager to start working on new features, and we're already having
issues where features like Issue 2723 are getting committed and then
having bugs. I think we can move to branch mode soon.

I propose we branch 1.5.x as soon as cmpilato's mergeinfoless-copies
branch is merged to trunk.
