Yes, that's what we've been discussing lately -- how to manage
expectations carefully, and properly document exactly what the feature
can and cannot do.

If that were true, svn 1.5 would have been released last Summer. :-)
 Notice how the release keeps slipping and slipping? That's because
despite the commercial pressure, people are wise enough to know not to
release something until it's actually ready.
