Issue 2560 solved?

Neither in 1.4.x nor in 1.5.0-dev the issue
http://subversion.tigris.org/issues/show_bug.cgi?id=2560 has been
solved for WinXP, Win2003Server. I was talking to Mike Pilato at the
SubConf about this in conjunction with the new WebDAV Write-Thru
Proxy feature. He encouraged me to reopen the issue. But it seems that
I don't have the appropriate rights.

My use case to reproduce is pretty simple. Just put a sleep in the
post-commit.bat, e.g.
start /b cmd /c sleep 60

I tried several other combinations of /options, but none with success.
