I don't like the idea that I'd have to implement a new call back to
notice this
prompt request in all my tools based on the svn libraries.

Getting an error returned saying you must upgrade the wc would work with
existing code.

If you have a method to upgrade the WC I'd need to have that available
in the SVN library interface.
