sparse-directories work

I'm going to be at OSCON all next week. Between now and then, I'm
either preparing for OSCON, or driving to OSCON. So I'm not going to
be able to

   - Do any sparse-directories coding

   - Transfer notes/sparse-directories.txt into the issue tracker, to
     make progress easier to track for 1.5

until I get back, which is approximately August 1. Sorry about that.
There are two threads on my immediate todo list:

   "[PATCH] Make 'svn commit --depth=foo' work."

Anyone should feel free to work on any of this, I won't be offended :-).

The first thread contains a patch that is mostly right (Mike Pilato
may have found a bug). The thread also contains a shell script for
testing that could -- and should -- be converted to real regression
tests, along with a test for the bug Mike found.

The second thread is a documentation issue that Blair found. After
some exploration, the thread settled on a (probably) pretty easy
solution, I just haven't had a chance to do it yet.
