I would also like to see the Issue Tracker used for this, but do not
feel strongly about it. My sense is that it will be hard to get
people to enter their loose-ends into the issue tracker.

I just want us to do something so we can get an idea what is left. A
good thing about the issue tracker is that there are already a number
of open items listed so we have a head start:

We could convert your items into issues as a way of getting started,
but what we really need to get entered somewhere are all these "loose
ends" that are not recorded anywhere.
