It can, that's the ts_ssl feature; `neon-config --support ts_ssl`
succeeds only for builds with threadsafe-ssl enabled (though this, I
admit, really isn't documented).

I mentioned this because addition of threadsafe-ssl support in 0.26 was
indeed news to anybody who'd read the docs, which previously just said
"sort out the OpenSSL locking stuff yourself".
