If I've made a bunch of changes to a wc, and I happen to want to commit
the ones in the current directory and not in subdirs, I'd find it
awfully peculiar to get an error message saying it's not supported
because the developers have limited imaginations.

It flows naturally from the supported feature set. It doesn't
necessarily fit into any common use case, but it could very easily
happen to be what the user wants. I don't see any reason to
specifically disallow it.
