I've fallen down a rabbit hole at work and haven't had much time to look. Where
I left things was that I was trying to write a script to parse out the doxygen
API and turn it into POD directly (more or less). One odd issue I hit was that
there are embedded bare ^L characters in the XML (which is not legal XML
according to the parser I'm using). I suspect no one has generated the doxygen
API with GENERATE_XML = YES in quite a while.

I'm trying to merge from trunk to the branch, so I can test the code that is
there before proposing a merge back to trunk. I don't see that Nik has done
anything else, but I think what he has is working. I'll let him chime in with
whether he thinks we could merge back now or later...
