Absolutely. Your app does not even need to be open source.

Yes, if you look at the 1.4.3 zip file you would need the .exe and all
of the .dll's. I think there are 3 APR, 2 OpenSSL, 1 BDB, 1 intl +
technically you should also distribute the iconv folder and the 200+
.so files in it.
