You missed the last half of his sentence, didn't you? He said "it's a
fairly moot point since we are past any DST changes." He is right.

Also, timezones don't matter nearly so much on Unix systems as on
Windows systems, since the system clock is based on UTC and local time
calculated from that, rather than the other way around. (The
distinction matters when, like here, it is UTC that you care about.)
