[patch] Building the Ruby bindings on windows with SWIG > 1.3.24

Okay, third time's the charm, (actually the same as the second patch, but this
time I'm sure of the testing) I got it building and testing with these
results....

Using swig 1.3.24 without the patch (put with my modified version of kou's
svn-ruby-changelist-name2.diff patch):

Using SWIG library directory D:\SVN\swig-1.3.24\Lib

After applying the patch results are the same for 1.3.24, and actually improve
when we get to 1.3.29:
